Scholarship Spotlight: Cain Milligan

The Correctional Peace Officers Foundation is proud to recognize Cain Milligan as a 2026 CPOF scholarship recipient.

Cain, the son of Assistant Warden Beau Milligan of Raymond Laborde Correctional Center in Louisiana, is a graduate of Bunkie Magnet High School and will attend Franciscan Missionaries of Our Lady University this fall. There, he has been accepted into the university’s Bachelor of Science in Biology – Accelerated Biology/Physical Therapy (3+3) Program, taking the next step toward his goal of becoming a physical therapist.

In addition to his academic achievements, Cain has been selected as a recipient of the university’s Franciscan Peer Leader Scholarship, where he will serve as a Peer Leader, mentoring and supporting fellow students as they begin their college journey.

Throughout high school, Cain built an impressive record of excellence in academics, athletics, leadership, and service.

Maintaining a 4.4 GPA while completing Honors and Dual Enrollment coursework, Cain will graduate with 15 college credit hours already completed through Louisiana State University at Alexandria. His dedication to academics earned him recognition on the Principal’s List, Outstanding Student awards in Civics and Algebra II, membership in the National Beta Club, and completion of the Advanced Math CLEP.

Outside the classroom, Cain excelled as a three-sport varsity athlete in football, baseball, and track. A multi-year letterman and All-District baseball selection, he also earned the respect of his teammates by serving as team captain for both the football and baseball programs.

Yet, if there is one theme that runs throughout Cain’s story, it is service.

In his scholarship essay, Cain writes that he was taught from a young age the importance of serving his community and remaining humble. Guided by the verse from Luke 14:11, “For everyone who exalts himself will be humbled, and he who humbles himself will be exalted,” he has made service to others a central part of his life.

His volunteer work includes serving as a Teen ACTS Team Leader, participating in Relay for Life, the Central Louisiana Special Needs Sports Camp and Fair, Samaritan’s Purse, food drives, local nursing home visits, Trunk or Treat events at local hospitals, animal welfare fundraisers, and Boxing for a Cure hosted at the local correctional facility.

Through each opportunity, Cain says he has gained far more than he has given, developing compassion, patience, generosity, kindness, and humility—qualities he hopes to carry into his future career in healthcare.

His decision to pursue physical therapy reflects that same desire to serve. Cain hopes to spend his career helping others recover, regain strength, and improve their quality of life while continuing to offer encouragement to those facing difficult challenges.

His personal motto says it best:

“Stay humble; your journey will inspire others.”

We are honored to support Cain as he begins this exciting new chapter and look forward to seeing the lives he will impact through his leadership, compassion, and commitment to service.
