At the Correctional Peace Officers Foundation, the National Honor Guard represents the highest standards of professionalism, discipline, and respect. Every movement, every command, and every ceremony reflects a deep commitment to honoring those who have served—and those we have lost.
On April 17, Lieutenant Robert Dunn and Correction Officer Antonio Perez proudly represented the CPOF Honor Guard as they successfully completed a 32-hour comprehensive Honor Guard Training Course at Camp Fogarty in East Greenwich, Rhode Island.
Training to Standard
The intensive four-day course was led by instructor Bill Owen of Competitive Outcomes and brought together 33 honor guard members from corrections, law enforcement, and fire departments. The training was designed to reinforce both foundational and advanced ceremonial practices, ensuring that every participant meets the highest standard of excellence.
The program covered a wide range of critical components, including:
- Presenting and Posting Colors
- Marching and Manual Arms
- Line of Duty Death protocols
- Funeral Details and Casket Watch
- Rifle Volley and Flag Folding
- Parade and Sporting Event ceremonies
- Equipment Setup and Leadership
Each segment included hands-on, scenario-based training. Instructor Owen emphasized the importance of repetition and precision, reminding participants, “Get those reps in, we train to standard here.” Under his guidance, trainees performed drills repeatedly, receiving real-time feedback and corrective instruction to refine their technique.
Real-World Application
To ensure realism and readiness, portions of the training were conducted at off-site locations, including a local theater and funeral home. These environments allowed participants to practice solemn duties such as presenting colors and conducting a casket watch in settings that closely mirror real-world ceremonies.
On the final day, each participant underwent individual testing—repeating required tasks until they met the established standard. This rigorous approach ensures that every Honor Guard member is prepared to perform with precision, dignity, and confidence when called upon.

This training opportunity was made possible through a strong partnership with the Rhode Island Brotherhood of Correctional Officers (RIBCO) Honor Guard, who collaborated with Competitive Outcomes to host the comprehensive course.
